Mumbai Housing and Area Development Authority, MHADA, provides affordable housing to families belonging to various income groups. There are several schemes under which such flats are constructed and sold. The Six regional boards of MHADA implement these schemes. In thef Mumbai Metropolitan Region, Mumbai Board and Konkan Board of MHADA construct affordable houses. Once a set of schemes is finalized, applications are invited from people under various schemes and categories. Since the ratio of applications to flats is 100:1, hence these flats are allocated via a lottery process.
MHADA has built more than 4 lakh tenements for the categories of EWS, LIG, MIG and HIG. In terms of prices of the tenements, location and transparency, MHADA is much ahead of any other provider of houses.
In 2011, MHADA has taken up the ICT initiative of developing a web based application for accepting applications and conducting the lottery in a transparent and fair way. Same application was enhanced and used for the lottery of 2012. MHADA lottery was also used to draw lots for flats to be allotted to mill workers. In course of time it has acquired its own identity and tremendous public interest, both among those who have applied and those who have not applied for flat. It has become a litmus test for probity in public affairs. Without any manual intervention, the Online lottery process ensures that there is total transparency in the conduct of lottery.
The Lottery is conducted under the vigil of the Oversight Committee having eminent people from the field of Technology, administration and enforcement from Outside of MHADA. The Online lottery applications are submitted online and the physical submission of the application form happens in over 150 branches of Axis Bank across the state. From the year 2013, facility for Online payment of EMD through Credit Card, Debit Card and Net banking has also been started. It evoked very good response and about 30% of the applicants used this facility. The EMD of applicants who could not win in the lottery, is returned to their bank account mentioned in their application through ECS. Wait list equal to the number of successful applicants is also prepared with priority numbers.
From the year 2013, Post Lottery System has been developed by MHADA to carry out the process of scrutiny and allotment of tenements to the lottery winners online. This will reduce the delays in the process of allotment and also increase the transparency. The applicant can, at any time, see the status of his application.
