Under the MHADA Act, 1976 the Authority is constituted of a President, a Vice President and five non-official Members all appointed by the State Government. The Secretary to Government in the Housing Department and the Urban Development Department are Ex-officio Members of the Authority. MHADA has at present part time President and full time Vice President who is also the Chief Executive Officer. The Authority is required to meet at least once in two months. The seven Regional Housing Boards and special purpose boards (MBRRB & MSIB) are also constituted by the estate government by appointing a part time Chairman, a Vice Chairman and other non official members. The Divisional Commissioner, the Municipal Commissioners except for Mumbai and Deputy Director of Town Planning are also ex-offico members of the Housing Boards.

In order to discharge the duties assigned to various sections and maintain smooth functioning of the Department, Chief Vigilance & Security Officer, Chief Engineer (I)/(II); Secretary, Finance Controller, Deputy Chief Executive Officer, Legal Adviser and Chief Architect and Planner are assisting to Chief Executive Officer & Vice President, MHADA in his day to day work,  as per the approved staffing pattern of officers and other employees under various categories appointed under administrative control of above said senior officers.

ORGANISATION OF BOARDS:

Board consists of Chairman, Part-time (one post), Vice Chairman full time/part time (one post). The Vice-Chairman of the Board is functioning as a Chief Officer of the Board. State Government appoints members of the Boards by issuing Govt. notification. In case the Vice-Chairman (Part time) is not appointed by State Govt., then the Chief Officer of the Board is separately appointed.
The Regional Boards have no separate corporate status. They are the “Executive Arms” of the Authority. The Chief Officers of the Regional Boards function under control of Vice President and Chief Executive Officer of the Authority. They are assisted by a sufficient numbers of technical and non-technical staff.

Setup

Secretary wing is headed by, Secretary in the capacity of additional collector on deputation from revenue department. Secretary authority is assisted by Administrative Officer, one superintendent and other supportive staff. this wing is looking after the Secretarial function in relation to the Authority; coordination supervision and control of establishment matters of all nine regional boards scattered all over Maharashtra coordination with other wings of authority, Government Department and other Government agencies. Public Relation Officer also function under Secretary MHADA.

Setup

Advertisements:
  • MHADA issues the tender notices regarding its various construction activities. These tender notices are released in news papers by the Public Relation Department.
  • Assist the boards staff in designing and preparing the information brochures giving details of MHADA's activities.
  • Assist in preparation of advertisements for plots and tenements.
  • Get the art work for application forms , leaflets, brochures, pamplets prepared and approved by concerned personnel.
Public Relations:
  • Be available to the members of the public to explain them the details of the scheme and also satisfy other queries related to MHADA .
  • Ensure that all announcements to the public are displayed on the notice board and the personnel at the enquiry counter is sufficiently briefed about such announcements.
  • Hear public grievances and offer guidance and assistance to the extent feasible.And maintain register about the complaints and feedback.
Press:
  • Organize press conference for MHADA on instructions.
  • Prepare press release for the press and get them into print after necessary approval from the Chief Officers.
  • Make clippings from all news papers on all stories/articles related to MHADA and bring them to the attention of administrators, Chief Officers and Chief Engineers and Officers Concerned.
  • Seek Clarification about the particular officer and publish the same in the newspapers concerned.
Mhada Guest / Visitors:
  • Make arrangements to receive guests of MHADA or the ministers visiting office. The PR Dept makes arrangement to receive the VIP guests, Top Bureaucrats during the MHADA's board meetings. The Dept also makes arrangement for the bouquets during the events.
Literature:
  • MHADA has an in house magazine PARISAR PARICHAY published quarterly. It is Edited/published by PR department.
  • Preparation and printing of Telephone Diary for MHADA.
Other Activities:
  • The PR Dept hosts the flag hoisting programme on 26th January , the Republic Day and 15th August, Independence Day.
  • MHADA has three guest houses including one VIP (AC room). The Booking for these rooms is done through the PR office. The VIP room is given only on the instruction from the VP's office.
  • Assist in Preparation in drawal of lottery.
 

Setup

The Finance Department is headed by Finance controller who is deputed from Maharashtra finance services Ceded and is assisted by Account officers and Asstistant Account officers.

Functions
  • Co-ordination, supervision and control of Accounts Branch.
  • Control on all matters connected with Finance Budget, Budget and use of Authority's funds.
  • Advice on financial matters.
  • Preperation of Annual Accounts, replies to Audit Paras.
  • Auditing of accounts of offices under its control.
  • Any other subject assigned by V.P./C.E.O./A.

Setup

Engineering wing headed by Chief Engineer - I, II and III look after co-ordination supervision and control of all Technical Functions in the Authority. The setup of this wing is shown in the organisational structure of MHADA.

Setup

Architectural wing is headed by Chief Architect and Planner who looks after co-ordination supervision and control of Architectural Functions in the Authority. A separate section headed by architect looks after the architectural functions of Regional Boards.

Functions and Duties

 

  • Study /Interpretation of D. C. Regulations and formulate proposals of modification for Govt. approvals from time to time.
  • Study and processing of schemes viz. Slum Redevelopment Reconstruction, Urban Renewal Schemes, Redevelopment of Transit Camps, Redevelopment of Housing Colonies, New Housing Schemes, Area Development Schemes, Plotted Development Schemes etc.
  • Finalisation of panel of Architects /Consultants for Mumbai Boards and appointment of Architects for approval of various layouts and projects.
  • Guidance to various Consultants for Housing Schemes.
  • Liaison with Local Authority for obtaining approval of project.
  • Preparation and Co-ordinating work regarding updating of old layouts for proper utilisation of land.
  • Preparation of preliminary layout plans and Building plans for planning approval to various Housing Schemes.
  • Getting Municipal drawings and working drawings prepared liaison with other technical staff for preparation of proposal of Administrative approval for various housing schemes and other schemes.
  • Processing Reconstruction proposals of building in old layouts.
  • Processing offer letters and NOC's at various stages for Reconstruction of old buildings in Housing colonies.
  • Scrutinizing proposals of Tit-Bit/NTBNIB areas and R.G / P.G./Garden/Plot allotment.
  • Processing permissible unutilised Built Up Area distribution proposals in old colonies.
  • Processing from planning point of view proposals for approval regarding change of user of tenements and plots.
  • Updating of old records of various drawings.
