- The Authority derives its duties and functions relating to estate management from chapter – IV of MHADA Act, 1976. The rules and regulations are framed for this purpose in accordance with the Act. The principal functions of management are: -
- Allotment of residential and non-residential tenements and plots.
- Assessment and recovery of lease rent/rent, service charges, hire purchases installments.
- Conveyance of property.
- Allotment of transit tenements and allotment of reconstruction tenements to the occupants/tenants of old/cessed buildings.
- Providing proper amenities and maintenance of common infrastructural services in the colonies.
All these functions are performed through field office of Regional Board
- The Estate Management functions are implemented and monitored at four different levels as follows:
- MHADA : Policy formulation, Reviewing/Monitoring of all functions carried out by regional boards. Policy decision in respect of issue behind the preview of regional board.
- Chief office with estate management departments and zones headed by Dy. CO/EM. : Implementations of policies, pre-allotment activities and monitoring of estate management functions in respect of post-allotment functions in all the zones under the Board Conveyance of properties.
- Estate Management zone of the board : Activities related with post-allotment work/field works, colonywise documentation, recovery of dues, matters arising headed by estate after allotment like TOT, care taker permissions. Maintain, property register, payment f Municipal water bills, etc. Updating of Rents rolls, initiating actions against defaulters, raising demand, identifying unauthorisedly occupied premises, etc.
- Rent Collectors : These fields level offices are mainly involved in actual recovery of rent/service charges/hire purchase installments, etc., supervision/regulatory work.
The Aurangabad Housing and Area Development Board, Aurangabad is a regional unit of MHADA. It is established on 5 th December 1977 as per the provisions in section 18 of the Maharashtra Housing And Area Development Act, 1976.
The Board is functioning at Regional Head Quarters at Aurangabad having territorial Jurisdiction over 8 Districts of Aurangabad Division (Marathwada Region) namely; Aurangabad, Jalna, Parbhani, Hingoli, Nanded, Latur, Beed & Osmanabad Districts. The Board is functioning under superintendence and control of the Maharashtra Housing And Area Development Authority, Mumbai
- To provide the shelter ( House, Plots, Shops, Sites & etc.) to the public services.
- To implement the govt. programme of providing Housing under Lok Awas Yojana, VAMBAY Yojana, NSDP Yojana, IHSDP Yojana, BSUP Yojana, RGGNY Part- I & Part- II Yojana
- The lands for Housing Schemes are made available through the various sources like ULC under section 41, under section 52, corporation reservations for EWS scheme, and Municipal lands for Housing.
The Pune Housing and Area Development Board, a regional unit of MHADA has been established on 5th December 1977, as per the provisions in section 18 of MHAD Act, 1976. The Board is functioning at regional head quarter at Pune, holding territorial jurisdiction over 5 Districts in Pune Division namely; Pune, Kolhapur, Solapur, Satara, Sangli. These Districts are having five Municipal Corporation as Pune, Pimpri Chinchwad, Kolhapur, Solapur, Sangli-Miraj-Kupwad and 41 Municipal Councils under A, B & C category.

- M.P./ MLA/MLC/ MP Rajyasabha fund Local Development Schemes
The basic civic & social amenities like toilets / W.c.blocks, water supply systems, drains passages, Gymnasium, Health centres, Balwadi, Beautification work etc. are being carried out under this scheme. In this schemes the works are being taken from the MLA/MLC/MP (Loksabha)/ MP (Rajyasabha) funds as demanded by the local slum dwellers and as suggested by the MP/ MLA/MLC.
- Nagari Dalit Vasti Sudhar Yojna
The works of providing basic civic & social amenities to the Dalit peoples who are majority residing in the slums of the Mumbai City & Suburbs Districts are being carried out as a special component scheme. The works under this scheme are being taken as suggested by the local MLA/MLC's as demanded by the local people.
- Beautification Schemes
This scheme is being implemented from the funds made available by the State Govt. through District Planning Schemes. The works of beautifications of Talav's & Gardens situated in Mumbai Suburbs District are being carried out in this scheme as suggested by the MLA/MLC's as per local requirements.
- Providing amenities to the Citizen of the MCGM area
This scheme is implemented only for Mumbai and Mumbai Suburbs District. Its Implemented for the people residing in slum. In this scheme basic amenities civic & social amenities as per the demand of local people and the MLA.
- Retaining Wall Programme
To avoid the loss of lives & property of the slum dweller residing on/ around hilly areas of the Mumbai City & Suburbs District, the State Govt. has implemented programme of construction of Retaining walls. The State Govt. is providing funds for this scheme from the District planning schemes of every day. The Retaining walls are constructed up to 9 m.hights through Mumbai Slum Improvement Board.
- Development of cemeteries
This scheme is started in Mumbai And Mumbai Suburbs District from the year 2007-08 through the funds of the District Planning Schemes. The works of Development of cemeteries of the MCGM are under taken as suggested by the MLA/MLC's as per the local requirements.
- Development Tourism Places
This scheme is implemented in Mumbai and Mumbai Suburbs District from 2010-11 from DPDC Fund. The fund for development tourism places is given under this scheme.
- Navinyapurna Yojana / Mahila Bachat Gat / Talav Sanvardhan / Borwell
This scheme is Implemented in Mumbai and Mumbai Suburbs District from 2010-11 from DPDC Fund. In this scheme Borwell , sulbert and Mahila Bachat Gat Bhavan etc.work are carried out.
- Special Fund 2018-19
In this schemes especially basic amenities for the areas in slum the basic amenities are provided from the fund and received from Government.
- Slum Improvement Scheme
This scheme is started in the Mumbai City District from the year 2008-09 through the funds of the District planning schemes. The works of providing basic civic & social amenities are taken under this scheme as suggested by the MLA/MLC's as per the local requirements.
The Schemes stated above at Sr.No.1 to 8 and 10 are implemented through the funds of DPDC and MLA/ MP. The administrative approval to these schemes is given by the concern collector for the works carried out from the funds of DPDC and MP/ MLA. The schemes at sr. No.09 is implemented from the fund received from Government. The administrative approval for the works carried out through the special fund that is the fund received from Government is issued by Hon'ble Vice President / Authority.
